The article is devoted to the problems of realizing of rights of orphans and children left without parental care to receive comfortable housing. The author offers an analysis of legislative novelties reflected in the draft of the Federal Law "On Amendments to Federal Law № 261079-8 "On Additional Guarantees for Social Support for Orphans and Children Left without Parental Care". The main emphasis in the article is made on new additional guarantees of the rights of orphans - housing certificates, the features of their receipt and implementation. In particular, some contradictions between the provisions of the draft and the norms of the current legislation, ambiguity and generalization of the wording are noted. The author also draws attention to the difficulties that are likely to arise in the process of exercising the rights to obtain certificates.
