Abstract
The issue of the development of the means of communication (post and telegraph) service on the territory of Crimea during the First Crimean Regional government (April-November 1918) is considered. The authors for the first time introduced into scientific circulation a significant array of unpublished sources from the funds of the State Archive of the Republic of Crimea, as well as periodical press materials of those years. The authors come to the conclusion that during the reign of the Prime Minister of the First Crimean Regional Government, Matvey (Matsei) Alexandrovich Sulkevich (1865-1920), postal and telegraphic messages were actively created on the territory of the Crimean Peninsula, indicating its significant importance in the Black Sea region. The researchers analyze both the achievements and miscalculations of the activities of the administration of M.A. Sulkevich in the field of postal and telegraphic communication. The events referred to in the article coincided with the so-called Ukrainian-Crimean conflict, which could not but affect the quality of service and functioning of communication facilities on the territory of the Crimean peninsula. Nevertheless, according to the authors, for a relatively short period of time, Crimea becomes a place where acute internal politicaland interethnic conflicts have stopped, which is confirmed by the quality of service of information transmission media and cargo delivery in Crimea. According to researchers, this fact, of course, was one of the achievements of M. S. Sulkevich in his reform activities as the head of the Crimea. The authors believe that during the Soviet period of Russian historiography, a negative image was created about the First Crimean Regional government, which is absolutely refuted by the extensive source base from the funds of the State Archive of the Republic of Crimea. According to researchers, the development of communications in the era of the First Crimean Regional Government was a kind of attempt to achieve a certain political and socio-economic stabilization outside and inside the Crimean Peninsula during the Great Russian Revolution.
