The attitude of V.O. Klyuchevsky to the idea of popular representation and its implementation in the State Duma is considered. Much attention is paid to his participation in the expert work on the preparation of the government project of this institution. The moderation of Klyuchevsky’s constitutional program is revealed, where the question of the competence of the Duma was not of primary importance. His priority were the problems of the quality of the electoral system and ensuring, in his opinion, the optimal social composition of the new body. One particular feature of the historian’s position is also noted: his desire to prevent the predominance of nobles in the State Duma.
