Armed conflicts accompany the development of civilization throughout human history. Despite the fact that they bring grief and suffering to society, destroy economies, and destroy states, the world of the 21st century has not yet found a universal recipe for resolving contradictions that could exclude military or other means of political pressure. However, it should be recognized that the international community managed to create a set of norms and rules aimed at limiting and controlling the process of armed confrontation, reducing war casualties and humanizing methods of warfare. The most vulnerable in armed conflicts are the civilian population, therefore it is for their protection that special, guaranteed legal norms have been developed, the history of the formation and development of which represents a long evolutionary path. All of them are used in organizing and conducting diplomatic protection procedures. The article pre- sents an analysis of international regulatory legal acts that constitute the legal basis for diplomatic protection in the modern world.
