Abstract
This article is devoted to the analysis of the formation of the regulatory framework that regulated the activities of credit institutions in Russia during the first half of the XVIII - early XX centuries. The author makes a conclusion about the system of multilevel banking legislation, expressed in laws and subordinate regulatory legal acts. The article emphasizes that through detailed regulation of legal norms, the state contributed to the development of industry and trade by issuing loans to subjects of trade relations, but, at the same time, legislative measures were not of a systemic nature, often replacing each other.
