The article examines the emergence of state corporations in the public administration system as a consequence of the existing trend of constant expansion of the circle of subjects of state and public administration. It is argued that the creation of state corporations is associated with the possibility of them making more rapid and flexible organizational decisions than government bodies, and the presence of financial levers other than those of budgetary structures in order to solve the problems facing them, including those of a managerial nature. The functions and powers of the individual federal services that previously existed in the country and the state corporations Rosatom, Roscosmos and Rostec that were created in their place are compared. It is noted that these state corporations have become authorized subjects of management in the relevant areas. It is concluded that such a focus on non-profit organizations exercising certain state powers is a new approach to the implementation of the public management process, on the one hand, combining the principles of centralization and decentralization of management, and on the other hand, methods of public and private law. It is argued that state corporations are an important subject of the public administration system.
