The article is devoted to the study of issues of combating epidemic diseases in prerevolutionary Russia. The work examines the positions of police scientists on the stated issues, state and legal measures aimed at countering epidemics. The source base for the study was the Medical Charter of 1857, the Charter of Border and Port Quarantines of 1800. The work reveals the specifics of interaction between government bodies, medical institutions and local governments to combat epidemics in Russia in the 18th - early 20th centuries. The article reflects the process of inclusion of the Russian Empire in international activities to combat epidemic diseases through the ratification of international conventions. A conclusion is drawn about the relevance of the main provisions and approaches to organizing methods and means of combating epidemics by the state, local governments, medical institutions and the population with their active interaction.
