The article discusses conceptual, regulatory, and law enforcement issues of crime prevention; the system of means for its implementation is justified. The relevance of the study is due to the need to increase the effectiveness of the preventive potential of all means of combating crime. The main objectives of the study include: development of a conceptual apparatus, substantiation of a system of means for implementing crime prevention, problems of their regulatory adaptation. Solving these problems led to the following conclusions. Crime prevention: 1) the dominant feature of all law enforcement activities; 2) is implemented through crime prevention, control (supervision), jurisdiction.
