Abstract
The phenomenon of Ѓmass training of Ph.D.sЃ in EC countries, USA and Russia is considered. Socio-economic premises and consequences of such mass training are revealed. Some measures are proposed to assure training quality of research personnel in priority areas of science, technologies, and engineering.
