The construction of adequate mathematical models of real control systems is the primary goal of control theory. At present, system modeling and simulation is mainly covered by two approaches. The first approach considers the system as a «black box» and presents the system in the form of its constituent elements (the control object and the control system). A cybernetic approach to the construction, analysis and optimization of control system models operating under uncertain conditions was first proposed in [1-5]. In this paper, the feasibility of this approach is justified by the solution of the well-known paradox of independence (Gabor J. Sz?kely [6]).
