We consider the development of anti-corruption measures, including the measures to combat the shadow economy at different levels, first of all, at the legislative level, which presumes the revision of the current legislation. We also present a concept of financial measures and instruments to combat corruption. Comprehensive implementation of electronic cash flow in the country is considered as a factor contributing to economic recovery and to reducing the negative effects of the shadow economy, in particular, corruption and money laundering.
