| The authors analyze the procedural status of the prosecutor in pre-trial proceedings, regarding him as the head of
the prosecution authority, whose purpose is to bring and prepare a legal and valid government charge. The prosecutor's
capabilities and procedures to form the final government charge after the entry into force of the Federal Law of
June 5, 2007 № 87-FZ, are discussed.
