In this article, we examine the development of the aircraft building complex in the Gorky region, which included aviation plant No. 21, motor-building plant No.466, air propeller plant No. 467 in Pavlovo-on-Oka, aircraft accessory plant No. 119, and aircraft accessory plant No. 469. A number of issues related to organizational and technical measures, the improvement of technology and quality of the manufactured products are considered. Much attention is given to the social and cultural development of the workforce at aviation plants. As a result of their analysis of a large amount of documents, periodicals and memoirs, the authors come to the conclusion that the Gorky aviation plants had switched to the wartime regime only by the autumn of 1941. This was due to the fact that staffing and social problems grew faster than factory administration and Party committees could respond to them.
