| The article examines the contents of attempts aimed at reforming the management system in the agricultural sector at the regional level in the early 1960s. The research is based on the analysis of the materials of the State Archive of the Kaliningrad region. We argue that the reform at all the three levels - at the level of the Soviets, the Party and the economy - did not have a systemic nature and has not achieved the goals. |
