This article gives a critical assessment of the European experience of public administration of social entrepreneurship, which can be useful for improving the Russian legislation in this sphere. It is argued that the German legal experience of regulation of social entrepreneurship by separation of private and public economic entrepreneurship for theoretical and practical purposes can be useful for the analysis of public and private legal means for ensuring social and property needs of Russian citizens. By analyzing foreign experience of public administration of social entrepreneurship in the sphere of ensuring an adequate standard of living, it is possible to identify some public-legal forms that can be differentiated into two groups: a) state support for business entities having the status of social enterprises, and b) the assurance by the state of the quality, safety and availability of socially necessary goods.
