The aim of this paper is to identify the development trends of the mechanism of realization of the citizens' right of entrepreneurship. Our research is based on the formal and logical analysis of the existing Russian legislation. We consider the category of the subject of small and medium business, the existing legal regimes of small business. The analysis of specific measures of the state support is carried out. While revealing a basic contradiction between the needs of various parties in the development of business activity and the legal reality, the authors suggest to use the concept of public-private partnership for developing the mechanism of realization of the right of entrepreneurship.
