In this article, we consider the formation of a new theoretical concept of the administrative court procedure in connection with the adoption and entry into force of the Code of Administrative Court Procedure of the Russian Federation. The article discusses the relation between the administrative court procedure with the administrative process and administrative justice. On the basis of various scientific viewpoints on administrative court procedure, on the current law and practice, we propose a comprehensive concept of administrative court procedure, identify its characteristic features and determine the nature of the administrative court procedure.
