The article addresses some essential issues related to modernization of control and oversight carried out within the framework of the administrative reform in Russia. We examine the main goals, objectives, and areas of control and oversight modernization, as well as the reasons for the lack of its effectiveness. A detailed analysis is presented of the nine key areas of the «roadmap» - the action plan for improving the control and oversight in the Russian Federation for 2016-2017. It is stated that the «roadmap» measures are logical and interconnected, and the authors of the document not only managed to provide a compromise between all the parties concerned, but also to fully implement a comprehensive approach to improving state control and oversight. A set of recommendations is proposed to successfully implement the objectives for the modernization of the state (municipal) system of control and oversight.
