| Исследуются практические и идеологические аспекты распространения римского гражданства, традиции награждения гражданством за заслуги и доблесть на службе Риму. Показано, что практика такого награждения имеет древние корни, связанные с изначальной открытостью римской гражданской общины, и была одним из значимых механизмов укрепления римского государства, а в конце Республики и в эпоху Принципата стала важным фактором имперской политики. Особое внимание уделено тому идеологическому обоснованию данной практики, которое дается в сочинениях Цицерона, наиболее полно сформулировавшего идею гражданства как награды за доблесть (praemia virtutis). Привлекая данные эпиграфики и литературных источников, автор рассматривает конкретные механизмы и прецеденты наделения римским гражданством перегринов и варваров, прежде всего тех, которые несли военную службу в императорской армии и флоте. Делается вывод, что в эпоху Империи, не- смотря на различные издержки, продолжала существовать сама принципиальная взаимосвязь между службой и деятельностью на благо Рима, военными и другими заслугами, выражавшимися такими понятиями, как virtus, pietas, fortitudo, industria, с одной стороны, и возможностью получить в качестве награды римское гражданство - с другой. |
