| The article analyzes the German and Russian legislation on the complicated (so-called «formal») administrative procedures. Some key methodological mistakes of the Russian legislation are identified: the lack of a common model of formal procedures, «isolation» from the informal procedures, and legal uncertainty of their result. Some proposals for improvement of the Russian legislation are formulated, taking into account the achievements of the German law. |
