The article focuses on the transformation of the Prussian military system during the War of the Sixth Coalition (1813 - 1814). The mobilization in Prussia is considered from two points of view: ideology and organization. Particular attention is paid to methods and forms of the universal conscription introduced in Prussia in the spring of 1813. An analysis is performed of the effectiveness of the volunteer free corps and the Prussian national militia (Landwehr and Landsturm). The Military Law of 1814 is regarded by the author as a compromise between the upper and the middle classes of the Prussian society. In conclusion it is stated that the Prussian victory in the War of the Sixth Coalition was mainly possible due to the successful war mobilization of 1813/14 - the first levy in mass in the Prussian history.
