A fairly new branch of the legislation governing the relations in the sphere of public control, along with a lot of blank spots, includes the legal category of «public interests». This concept can be considered a key criterion for realizing the rights of citizens to exercise public control. However, the main problems on this legal path are due to the fact that in the absence of a legally fixed definition of the concept of «public interests», it is very difficult for the subjects of information legal relations to apply this criterion.
