From the perspective of historical and legal interpretation, the article deals with the organization of the activities of the Separate Corps of Border Guards in the late 19th and early 20th centuries. The author distinguishes three periods in the evolution of legal regulation of the activities of the border agency in the Russian Empire. The first period is connected with the changes in the Russian state and is characterized by the government's intention to shape up the border guards service as a military organization. The second period is marked by the creation of the Separate Corps of Border Guards and the improvement of the border protection system in the state, which also included the systematization of the existing legal acts. The third period is characterized by special conditions of service and combat activities of border guards caused by the war. The author highlights the problems of legal regulation of the border guards’ activities during these periods and shows the ways how these problems were resolved.
