The article reveals the essence of the stage of criminal case initiation and presents an analysis of the changes introduced to this stage during the time when the Code of Criminal Procedure of the Russian Federation has been in force. We examine the arguments for and against its abolition while recognizing the need to reform this stage. However, the conclusion is made about the objective existence of the stage of criminal procedure, during which the primary verification of crime reports is carried out.
