In this paper, we examine the situation of mining and metallurgical industry workers at the end of the 18th - the first half of the 19th century on the example of the Zalazna factory (one of private metallurgical enterprises in the Vyatka province). The categories of workers, their number, sources of income and wages, access to social assistance are considered. It is concluded that there were widespread violations of the state's obligations to the workers on the part of factory administration in the conditions of serfdom (personal dependence of serfs on the factory owner) and the developing crisis situation (insufficient funding and decreasing productivity).
