The article deals with the problem of state military orders to handicraftsmen and artisan organizations in the late 19th - early 20th century. A study of government policy on the support and development of handicrafts and related legislation makes it possible to trace five stages in the process of military deliveries by handicraftsmen, which indicates the gradual inclusion of handicrafts into the state military industrial production of the Empire and the significant contribution made by handicraftsmen in the process of industrial mobilization during the initial stage of Russia's industrial modernization.
