This article describes the powers of government authorities of the Russian Federation subjects with respect to territorial organization of local self-government. The article identifies the forms of government authorities' participation in territorial organization of self-government and delves into certain issues arising from implementation of the principles of territorial organization of local self-government by the subjects of the Russian Federation based on the analysis of the laws and common practices. Some improvements of regulatory environment for this type of legal relations are also proposed.
