The article examines the development of federative relations in Russia. Based on dialectical methods and systems analysis of historical facts, the author shows the reasons standing behind the emergence and the development of the decentralized system of government. The author's view is given on the periods and stages of the development of federative relations in Russia, and their general characteristics are presented. It is shown that federative relations in Russia developed through 10 stages that can be grouped into 3 periods. Each stage reflected a tendency towards centralization or decentralization of the state, which were in constant mutual dynamics and periodically replaced each other. The author makes a conclusion about the driving forces of these tendencies in Russia's state system.
