We consider some legal aspects of the development of the system for educational quality control in Russia. This article aims to describe the current mechanisms of quality control at the state, public and intra-university level; to determine their strengths and weaknesses, and to compare the Russian quality control system with the ones existing in foreign countries. The authors conclude that the Russian quality control system is at the stage of formation. Many of the indicators on which the assessment is based are not clearly and transparently defined, which creates additional difficulties for both the monitoring bodies and educational organizations. The quality control system should be made more open, in particular by means of a clear legal regulation of its procedures.
