The article examines some problems in the system of state technical inspection of vehicles. These problems adversely affect road safety. Current situation in the field of technical inspection is analyzed. It is noted that the reform in this field resulting in the transfer of the control over the inspection from the Ministry of Internal Affairs to the Russian Union of Motor Insurers (RUMI) has led to the growth of negative trends: technical inspection is no longer regular, it is a mere formality. Besides, in many cases it is not required to show the vehicle to the inspectors. The shortcomings of the accreditation performed by the RUMI are highlighted: out of approximately 3700 inspection operators that have been accredited only less than 700 enterprises have adequate facilities for organizing inspections in a proper manner. As a consequence of these negative trends, an increase in the number of road accidents due to poor technical condition of the vehicles is registered. According to the author, the main reason for this situation is the withdrawal of the state from the control and accreditation of inspection operators and the transfer of these functions to the RUMI. To solve this problem, it is proposed to return control over the technical inspection to state authorities and to give the necessary powers in this area to Rostransnadzor. It also seems relevant to return administrative responsibility for driving a vehicle without passing a technical inspection for all categories of vehicles and to introduce administrative responsibility for technical inspection operators.
