This article examines the essence and main requirements concerning the legality of the activity of executive authorities and other administrative and public authorities for issuing licenses and other special permits to individuals and or-ganizations for certain types of activities and for performing individual actions. Based on the analysis of judicial practice, typical violations of these requirements are identified. Some proposals are also made to improve the legal mechanism for ensuring the legality of administrative and licensing activities.
