The article aims to justify the fact that the obligations of states to counter international terrorism should have the status of «erga omnes» obligations under contemporary international law. The article evaluates the notion of «international terrorism», determines the range of issues related to normative regulation of counter-terrorism activities, analyzes the status of «erga omnes» obligations in contemporary international law, examines the impact of international organizations and judicial bodies on creating norms that generate state obligations to counter international terrorism. It also defines the content of obligations «erga omnes» in the field of countering international terrorism. The paper concludes that it is important to give the status of «erga omnes» to the obligations of states related to ensuring anti-terrorist security.
