The article considers some peculiarities of the goals and objectives in the system of state control of communication and mass communications. The level of their conformity to the goals and objectives established in the regulatory legal acts is examined and the ways of their realization are analyzed. A classification of the objectives is presented according to their importance: global, general and private, general, higher and lower level, final and intermediate, strategic and operational. It is argued that it is possible to achieve the goals and objectives of public administration in the sphere under consideration exclusively through the planning and implementing in the sphere of communication and mass communications of such indicators that are necessary to maintain the population’s high standard of living and the quality of communication services.
