The article deals with conflicts of laws and examines different points of view concerning the understanding of conflict of laws. The author's original definition of the conflict of laws is presented. The paper considers the different opinions of Russian scholars who understand conflicts of laws both as a negative phenomenon that has a negative impact on the law, and as a positive one, allowing correct conclusions to be made about the areas of legislation that require improvement. Types of conflicts of laws are considered, their classification is proposed depending on their nature and essence. An analysis is presented of the reasons causing conflicts of laws and of some problems resulting from such conflicts. Existing ways are considered for preventing and resolving conflicts, both within national legislation and at the level of international law.
