The article examines the relationship between external and internal factors undermining the security of the state in emergency conditions. In particular, the author draws attention to the relationship between sabotage and interference in the internal affairs of states through the so-called «color revolutions». At the same time, it is emphasized that states in the conditions of a deep crisis have to strengthen the protection of their governance systems, including the protection against acts of sabotage. The author substantiates his proposal on the need to criminalize this phenomenon taking into account modern challenges and threats. In this context, the relevance of the historical experience of combating sabotage during the Great Patriotic war is emphasized.
