The fragmentary information contained mainly in the epigraphic documents convincingly demonstrates that the popular assembly in the poleis of the Achaian koinon continued to remain the supreme authority, as it did in the Classical period. Its competence included the resolution of all major issues of the community’s internal life; some problems of foreign policy were also discussed in the assembly meetings. There is no ground to believe, as some scholars do, that the participation of ordinary citizens in the assembly was limited by a property qualification, and that democratic decision-making procedures were distorted in favor of the wealthy elite.
