The article discusses some features of the administrative and legal basis for the functioning of the system of state management of communications and mass communications. The level of their correspondence to the elements of the system established in the regulatory legal acts is investigated. Conceptual approaches to determining the content of management activities in the system under study are analyzed. A classification of goals according to their significance is presented, including global, general and private, higher and lower level, final and intermediate, strategic and operational goals. It is stated that the system of government management of communications and mass communications is a predetermining factor for the development of the entire information sphere in Russia.
