Abstract
The article analyzes the transformation of American policy towards Russia on the example of the European North of Russia during one of the most difficult historical periods. It is noted that since the beginning of the First World War, Washington began to pay more attention to «Russian politics», where the Russian North had a special role as the main transport and communication link. Russian and American commercial, public and semi-governmental organizations that had their representatives in the north of Russia played an important role in the rapprochement of the two countries. However, American policy was drastically transformed due to the beginning of the revolutionary process and the Civil War. In the Russian North, this was reflected in the intentions of official Washington to significantly expand its influence through the use of military force and the creation of a buffer state.
