The article analyzes the provisions of water legislation providing for the right of citizens to free access to public water bodies and their coastline for personal household purposes. The practice of prosecutorial response and judicial protection to ensure the violated right of unhindered access to the waters of rivers, seas, lakes and reservoirs and the adjacent coastal strip is examined. Some recommendations on amendments and additions to the Water and Land Codes of the Russian Federation, as well as to the Code of Administrative Offenses of the Russian Federation are proposed, with the aim to provide a uniform interpretation and application of legislative provisions on the exercise of an unlimited circle of persons' right to access water bodies.
