In the context of the reform of control and supervisory activities, much attention is paid within the framework of the departmental risk management system to preventive activities of control and supervisory bodies. The issue of the causes and conditions contributing to the commission of violations of mandatory requirements in the field of quality medical care is not only scientific and theoretical, but is also important from the point of view of law enforcement. Proper understanding and identification of the causes and conditions of violations of mandatory requirements allows timely response to specific manifestations of standard-breaking behavior. However, it should be remembered that when considering cause-and-effect relationships, they should not be freely interchanged, as this can create a space of distorted interpretation and application of the law. To solve this problem it is necessary to use the following methods of scientific research: comparative method; method of deduction; analysis of medical and legal scientific literature. Within the framework of the study, the determinants of negative behavior of an individual in the field of professional medical activity were analyzed. The reasons and conditions that contribute to the commission of violations of mandatory requirements in the field of quality medical care included lack of knowledge of legal requirements in the field of medical care, negligent attitude of medical workers to the performance of their duties due to excessive workload, and inadequate funding of public medical institutions.
