Abstract
This paper explores some criminological aspects in prevention of crime by law enforcement bodies of Russia and presents an analysis of the measures undertaken for the purpose of counteracting crime with the use of innovative technologies, such as law enforcement and road safety tracking systems; unmanned aerial vehicles; X-ray scanners for personal inspection; modern types of non-lethal weapons (electroshock and laser weapons); analytical capabilities of information systems; information and analytical systems for criminological forecasting and analysis of processes using mathematical statistics methods; electronic means for tracking persons released from places of detention on parole and those given a suspended sentence. It is argued that such measures should be universally used in Russia. The article analyzes the «School Window» biometric complex, which is a comprehensive biometric security system that can identify a person by fingerprints. The authors believe that at the present stage such an innovative means of crime prevention can be regarded as most suitable for Russian schools and other educational institutions. In this regard, it is proposed to adopt a separate Federal Law, which would oblige all educational institutions (with the support of municipalities) to provide modern innovative technical means of crime prevention. The control over their use would be assigned to internal affairs bodies of Russia. The article reflects the implementation of preventive measures on the part of the internal affairs bodies of Russia on resocialization, which is aimed at eliminating the prerequisites for the recurrent behavior of a person released from prison and restoring socially significant relationships of the individual with society. It is noted that the main goal of the internal affairs bodies in this direction is to eliminate asocial behavioral segments of the personality and to develop an example of high moral and legal values. In order to improve this area of crime prevention, a proposal has been formulated to adopt a special federal law on the resocialization of persons released from places of detention. The article analyzes the issues of preventing crime related to traffic accidents and domestic violence. Some other novelties are proposed for the current legislation in this aspect of prevention.
