The article discusses the next stage of reforming the modern system of state control and supervision involving the review and reduction of mandatory requirements to be verified by the control and supervisory authorities. This reform method was called the «regulatory guillotine» and received the necessary legal basis. The author examines the conceptual foundations of the regulatory guillotine method. A systematic interpretation of the regulatory guillotine is carried out in relation to the deregulation and de-bureaucratization of public administration. The legal framework is analyzed, which allows implementing the mechanism of the regulatory guillotine. The principles of the implementation of the regulatory guillotine mechanism are studied in detail. The bodies responsible for the reform and executive bodies involved in the implementation of the regulatory guillotine mechanism are identified. The general process of the implementation of the regulatory guillotine mechanism is described based on the methodological recommendations developed by the Government of the Russian Federation. The main problematic issues that impede the successful implementation of the reform of control and supervision based on the regulatory guillotine are pointed out.
