| The article studies the factors that determined the special role of the Governing Senate not only as a law enforcement body, but also as a law-making body. In this regard, the points of view of prominent Russian jurists are examined regarding the role of the Governing Senate. The law enforcement and law-making functions of the Governing Senate are considered. The author concludes that certain elements of law-making of a precedent nature were characteristic of the Governing Senate. |
