The aim of this paper is to analyze the relations between Moscow and West Jerusalem in the context of the Palestinian problem during Netanyahu's period in office. In this study, we use the systems approach whereby the research object is considered as an integral complex of interconnected elements. We show that international mediators repeatedly attempted to resolve the conflict during Netanyahu's tenure as Prime Minister, and Moscow made considerable diplomatic efforts. However, Russia was alarmed by the US unilateral attempts to resolve the problem without taking into account the positions of all Palestinian movements and parties. Currently, Russia remains one of the most neutral intermediaries among the participants in the Quartet that has been able to maintain a balance between all the key participants in the conflict, especially between Israel, Hamas and the PNA.
