The article explores the content of a major scholarly paper on the problems of the techniques and interpretation of criminal law that was published by the Russian lawyer P.I. Lyublinsky in the early 20th century. We present a detailed analysis of Lyublinsky's concept concerning the interpretation of criminal law. Our study is based on the analysis of the legislation and the criminal doctrine of the 20th century which contributed significantly to the development of criminal science in Russia. The techniques of criminal law, rules, methods of interpretation and design of criminal law proposed by P.I. Lyublinsky are considered. The scholar's arguments about the need to improve the legal language of criminal law are presented. Particular attention is given to the systematization of criminal law. The need of the lawyer's creative work in the course of interpretation of criminal norms is noted. The author's position is stated concerning the rules and methods of interpretation that are relevant for the existing criminal legislation.
