This article presents the results of a comparative analysis of doctrinal approaches to the definition of «administrative procedure». Various scholarly approaches to the concept of «administrative case» are considered. The relationship between the administrative procedure and the administrative case is analyzed. The features of administrative cases arising from the relations of state control and supervision of educational organizations and their differences from other categories of administrative cases are described. The administrative procedure of state control and supervision of educational organizations is defined and the characteristic features of this procedure as a system of administrative procedural norms are noted.
