The paper aims to study the administrative regulation of the campaigns of state domestic bonds realization in the USSR in 1946-1957. We used regulatory acts of the Soviet government, instructive materials of the USSR Ministry of Finance, records of regional financial and party departments as a source of information. Some examples are given of disagreements in the interpretation of government tasks, violations arising from the mobilization nature of loan campaigns, and the operational adjustment of financial plans. The conclusion is made that legal regulation of state financial measures was insufficiently developed and that clear boundaries in attracting money from citizens with different income levels were introduced belatedly. The introduction of these restrictions did not change the practice of loan campaigns radically, as the level of public trust in mass loans began to decrease much earlier.
