Abstract
In this article, we examine the concepts of the object and the subject of state supervision in the field of organization and conduct of gambling. Our aim is to establish whether the definitions of concepts contained in regulatory documents are in line with modern processes in the field of gambling industry. The main trends are revealed, such as the gradual migration of the main actors, primarily those who are acting outside the law, into the Internet space, on the one hand, and the emergence of new types and forms of organization of gaming projects based on the risk of winning agreements, on the other hand. Using the methods of critical analysis and systems functional analysis, we come to the conclusions about insufficient (general rather specific) nature of the definition of the object and subject of state supervision in the field of organization and conduct of gambling, especially in its illegal segment, in the context of law enforcement practice, and about insufficient efficiency of supervising agencies. Some practical recommendations are proposed with regard to the need to clarify (classify and typologise) the object of supervision, to clarify the subject of supervision and to make appropriate amendments to regulatory legal documents in order to enhance efficiency of the state policy in relation to managing processes in the field of organization and conduct of gambling.
