The article analyzes the basic special principles of administrative procedures. It is proposed to distinguish two of their main groups: organizational and functional. The organizational group should include the economy principle, the investigative principle, the principle of the state language, impartiality, transparency, coordination. The functional group comprises the following: the principle of the prohibition of abuse of law and the prohibition of super formalism, the principle of the uniform application of law, the presumption of credibility, the principle of interpreting the law in favor of interested persons with no power, the principle of comprehensive inclusion. The conclusion is drawn, on the one hand, on the partial reception of these provisions by Russian administrative law, and on the other hand, on the advisability of enshrining them in the future Russian law on administrative procedures.
