The article examines public speeches of Federal Chancellor Angela Merkel and heads of the Ministries of the Interior, Defense and Foreign Affairs about the counter-terrorist policy of Germany over the period of 2013-2018. Key features in the approaches of German politicians to fighting terrorism in Germany and abroad are analyzed. Preventive measures in the German departments fighting terrorism are studied. Differences and similarities of the counter-terrorist positions of heads of key German departments are identified. The authors note the interrelation of the domestic and external (foreign) dimensions of the German counter-terrorist policies, and the importance of German cooperation with the United States, the European Union and the countries of the Middle East.
